Local government has been busy in the month of August with short term rental regulations and moratoriums being adopted throughout the county. Below are a list of rules or changes for each jurisdiction.
County of Sonoma – unincorporated areas like Kenwood, Glen Ellen, Guerneville, Monte Rio, etc
- Moratorium for new permits currently in place until May 9, 2023
- Under new ordinance no R1 zoning will be allowed
- Areas that have a high concentration of short term rentals will be capped at 5% or 10% – there will be a meeting later this year to determine those areas
- Quiet hours will now be from 9pm-7am (previously 10pm-7am)
- No corporate ownership will be allowed (this includes any type of LLC)
- 1 Business License allowed per natural person – must match property ownership
City of Santa Rosa – applies only to properties within Santa Rosa city limits
- Non-hosted rentals capped at 198 – no new permits will be issued until ordinance is adopted in summer of 2023
- No corporate ownership likely to be part of new ordinance as it was part of the original urgency ordinance
Town of Windsor – applies only to properties within Windsor city limits
- 45 day moratorium on all short term rental business licenses – adopted on August 17, 2022
- Moratorium will be extended up to 10 months and 15 days until short term rental ordinance can be presented and adopted by town council
Marin County – coastal area of West Marin County
- Moratorium on short term rental business licenses in effect until May 2024
